PHARMACY BUSINESS LICENSING
Pharmacy business licensing depends on the specific activity, facility and operating model. For the planned operations, the applicable licensing and permit requirements, required applications and supporting evidence are identified; the result is an agreed filing package.
You understand in advance the scope of work, costs and the document that will allow the business to launch or continue operating.
Which Licence a Pharmacy Business Requires
The service is suitable for pharmacies, pharmacy outlets, wholesale companies, manufacturers and importers of medicinal products within the chosen operating model. The package includes information about the specific licensed activity, places of business, premises, material and technical resources, staff qualifications and the procedures for storage and circulation of medicinal products. The licensing regime is determined by the actual operations, where they are carried out, equipment, personnel and characteristics of the products or facility.
For a pharmacy project, the director separately determines the operating format, the address of each site, the layout of the premises, equipment and personnel. UBC compares this information with the licensing task and prepares the document list specifically for opening, changing or expanding the particular pharmacy facility.
The working file includes registration documents, rights to the premises, plans and equipment information, details of authorised and qualified employees, internal procedures and documents for each place of business. The documents must describe the same company, addresses, equipment and responsible persons. If some information is already recorded in a register, we reconcile it with the new application and corporate documents.
Before filing, the owner approves the premises, launch plan and equipment budget, while the director appoints the employees whose information is required for the licensing package. Each address is prepared as a separate operating facility, so corporate data are not mixed with documents for the particular premises and its equipment.
The result of the support is a prepared package for obtaining or amending the licence and an organisational plan for starting pharmacy operations. We retain a copy of the submitted materials, filing details and a list of the company's next actions. If the procedure involves an inspection, request or interaction with several authorities, the relevant stage and the representative's authority are agreed in advance.
After completion, the director provides copies of the licensing materials to the pharmacy manager and the responsible employee. They retain the documents for the address, equipment and personnel and notify management before any change to the premises, staff composition or operating format so that the update can be prepared before the actual change takes effect.
Cabinet of Ministers Resolution No. 929 remains in force; its current version as at this update is dated 23 July 2026. The licensee must notify the licensing authority of changes to information submitted for obtaining the licence within one month from the day following the date on which the change occurred.
Premises, Equipment and Personnel
For the initial assessment, send the corporate details, the address and documents for the premises, a short description of the pharmacy format, a list of equipment and information about the planned personnel. A UBC specialist will prepare an exact list of materials for your place of business:
- extract from the Unified State Register and corporate information
- description of the actual operations and operating area
- documents for premises, vehicles or equipment
- information about the qualifications and authority of responsible employees
- existing licences, permits, applications and correspondence
For licensing, the specific facility matters: where goods are received, how storage and dispensing are organised, which equipment is installed and who is responsible for operations. The director receives a list of actions linked to readiness of the premises, recruitment and the opening date.
UBC prepares the agreed applications and reconciles corporate information with the details of the specific pharmacy. If additional professional confirmation is required for the premises, equipment or staffing element, the owner separately agrees the contractor, scope and price before that material is included in the package.
The support fee depends on the number of pharmacy addresses, readiness of the premises, the equipment documents and staff information. One location can be handled as a separate project; for a network, it is practical to reuse common corporate information while maintaining a separate package for each address.
The owner receives an estimate divided between preparation of the licensing documents, any external work and prescribed payments. Costs associated with new premises or personnel are shown separately so that the opening budget is not mixed with the legal support fee.
Before filing, the specialist reconciles the applicant's name, pharmacy address, premises documents, equipment information and personnel details. The signatory receives a final package with no discrepancies between the corporate information and the data for the specific place of business, while filing confirmations are stored in the file for that address.
The pharmacy manager receives the documents relevant to day-to-day operation of the facility, HR receives current personnel information and accounting receives materials concerning equipment and costs. The director retains the full licensing package and a change calendar for each pharmacy address.
After filing, the pharmacy archive retains the application, attachments, receipts and the result obtained. Before opening the next address or changing premises, the director provides the new information to UBC; the corporate part is reused, while the materials for the specific facility are prepared afresh to the extent required.
What the Owner Receives Before Opening a Pharmacy
The licensing package includes information about the premises, stated retail format, equipment and personnel. Before filing, the owner receives a list of actions relating to the facility and documents and understands which data must be consistent when operations begin. This allows the pharmacy opening and licensing process to be managed as one business project.
The final package for the pharmacy address is provided to the director and responsible employee together with a list of information that must be kept current. When the network expands, each new location receives its own file, so documents for premises, equipment and personnel are stored separately from the materials for other pharmacies.
