PERMITS FOR FOOD PRODUCTION AND FOOD-SERVICE ESTABLISHMENTS
Permit support for a food business depends on the specific activity, facility and operating model. For the planned operations, the applicable licensing and permit requirements, required applications and supporting evidence are identified; the result is an agreed filing package.
You understand in advance the scope of work, costs and the document that will allow the business to launch or continue operating.
Facility Registration or Operating Permit
The service is suitable for manufacturers, warehouses, restaurants, cafes, shops and other food market operators. The package covers information about product types and operations, characteristics of the facility, work with products of animal origin, facility registration, the operating permit and food-safety procedures. The applicable regime is determined by the actual operations, where they are performed, equipment, personnel and the characteristics of the products or facility.
The owner describes exactly what will be produced, stored, prepared or sold in each premises. Based on the actual operations, UBC determines the registration, permit and organisational steps required for the particular facility and distinguishes them from documents concerning technology, personnel or food safety.
The working file includes a description of the facility and technological operations, documents for the premises and equipment, information about the product range, suppliers, responsible personnel and current food-safety procedures. The documents must describe the same company, addresses, equipment and responsible persons. If some information is already recorded in a register, we reconcile it with the new application and corporate documents.
Before filing, the owner approves the product range, sequence of technological operations, premises and equipment, while the director appoints those responsible for production and food safety. In this way the applications, internal documents and actual operating model describe the same facility and do not require repeated reconciliation before opening.
The result of the support is a package for registering the facility, obtaining the applicable permit and organising the mandatory procedures. We retain a copy of the submitted materials, filing details and a list of the company's next actions. If a procedure involves an inspection, request or interaction with several authorities, the relevant stage and the representative's authority are agreed in advance.
After registration or another required confirmation is obtained, the director provides it to the facility manager and the employee responsible for food safety. They retain the documents with information about the products, premises and technology and notify management before opening a new location or making a material change to the production process.
Under Article 25 of Law No. 771/97-VR, a food market operator files an application for state registration of a facility no later than 10 calendar days before it starts operating. An operating permit and state registration of a facility apply in different circumstances, so the decisive factors for a particular production operation or establishment are the type of product and the actual operations.
Premises, Technology and Documents
To estimate the work, it is sufficient to send a description of the products, the address and floor plan, a list of equipment, the process flow and the documents already available for the facility. A UBC specialist will determine which information is required specifically for your production site, shop, warehouse, cafe or restaurant:
- extract from the Unified State Register and corporate information
- description of the actual operations and operating area
- documents for premises, vehicles or equipment
- information about the qualifications and authority of responsible employees
- existing licences, permits, applications and correspondence
The documents are prepared around the movement of the product - from receipt and storage of raw materials through processing, packaging, service and waste handling. For each area, the premises, equipment and responsible employee are identified, and the director can see which documents must be ready before installation, trial operation and the start of sales.
UBC prepares the applications and reconciles them with the food market operator's details and the specific facility. If a technologist, laboratory or another specialist is required for launch, the owner separately agrees that specialist's task and fee, and the results are included in the package only to the extent relevant to that food facility.
The cost and scope of support depend on the product type, number of premises, technological operations and readiness of the internal documents. One shop or small cafe can be handled as a separate facility; for a production operation with several areas, it is practical to prepare one timetable covering premises, equipment and responsible persons from the outset.
The owner receives a budget divided between legal preparation, work by specialist contractors and prescribed external costs. The estimate shows which materials are already suitable for filing, what must be completed before opening and which costs relate to the next stage of expansion.
Before filing, the specialist reconciles the address, food market operator details, product names and description of operations with the premises plan and technological materials. The signatory receives the final application, while the facility employee receives copies of the attachments used in day-to-day operations.
Management receives a package that clearly shows which facility and operations are covered by the filing. The administrator uses the information for contracts and interaction with supervisory authorities, the technologist uses the agreed operating process, and accounting receives information about equipment, services and launch costs for the particular location.
The food facility file contains the applications filed, confirmation of the result, the premises plan, technological materials and current information about responsible persons. Before changing the product range, technology or address, the director sends the new information to UBC so that the records or documents requiring an update can be identified before the actual change takes place.
What the Owner Receives Before Opening
The result is a package for launching your specific food facility: completed registration or permit steps, confirmation of filing and a list of organisational actions before opening. The owner sees the readiness of the premises and documents in one timetable and can plan procurement, staffing and the start of sales.
After completion, the director provides employees with the documents relevant to their functions, while the original set remains in the facility archive. When a new location opens, common corporate information can be reused, but the address, equipment, technology and responsible staff are documented separately for the new site.

Process Flow for a Food Facility
Before filing, we describe the product flow: receipt of raw materials, storage, preparation, production or cooking, packaging, service and waste handling. The flow helps determine whether the specific facility requires state registration, an operating permit or another prescribed document. The premises, equipment and internal procedures must correspond to the chosen operating model.
The result is a launch plan with responsible persons and dates. The owner can see which information the technologist prepares, which documents the company completes and when it may proceed to the next stage. UBC helps reconcile the package and coordinate filing so that the facility starts operating under the approved business model.
