The owner approves the actual technology, capacity, equipment configuration, raw materials and the sequence in which areas will be commissioned. On that basis, the technical and legal materials are prepared for the actual facility rather than for a generic description of industrial activity.

The result of the support is a list of applicable permits and a prepared package for the agreed priority procedures. We retain a copy of the submitted materials, filing details and a list of the company's next actions. If a procedure involves an inspection, request or interaction with several authorities, the relevant stage and the representative's authority are agreed in advance.

After each result is obtained, the director provides it to the production manager or another employee responsible for the relevant area. The operational calendar records operating conditions, control dates and changes that must be reported before new equipment is introduced or the site is expanded.

In 2026, Law No. 3855-IX applies to the installations and activities defined by that Law: an integrated environmental permit authorises operation of an installation subject to the conditions specified in the permit. The Law also provides for a Unified State Register of Integrated Environmental Permits containing the documents and decisions relating to such installations.

What Should Be Prepared Before Production Starts

For the initial assessment, send a description of the technology, the facility address, a list of the main equipment, the products, planned capacity and any existing technical or permit documents. UBC will determine what can be reused, which materials need to be prepared afresh and which specialist contractors should be engaged:

  • extract from the Unified State Register and corporate information
  • description of the actual operations and operating area
  • documents for premises, vehicles or equipment
  • information about the qualifications and authority of responsible employees
  • existing licences, permits, applications and correspondence

Instead of one generic list of requirements, the director receives a timetable for the company's specific operations. Each line records the document, source information, responsible contractor, dependency on project or equipment readiness, and the point after which installation, testing or routine operation can begin.

Measurements, calculations, design solutions or opinions are produced by specialist contractors within the agreed scope; before the task is assigned, the owner receives the price, the list of source information and the specific deliverable that will be used for the filing.

The scope depends on the technology, number of sites, types of equipment, hazardous or special operations and the condition of the current documentation. For an operating facility, the impact of planned changes on existing documents should be assessed; for a new facility, a complete permit timetable should be coordinated with installation, recruitment and the commissioning date.

The budget separates legal preparation, technical work by independent contractors and prescribed payments. The owner sees the cost of each stage before ordering measurements or design documentation and can link those costs to the investment budget for the specific production line.

Before filing, the applicant's name and details, site address, types of work, equipment characteristics and the signatory's authority must be consistent across the application, technical materials and corporate documents. Any discrepancies are corrected before the package is submitted.

The production manager receives the operating conditions and equipment documents, HR receives requirements relating to responsible employees, and accounting receives materials concerning equipment purchases and contractor services. The director retains visibility of the overall timetable and the status of each permit stage.

After filing, UBC creates an archive for each facility: application, attachments, technical evidence, filing details and the result obtained. Before any change in technology, address or equipment configuration, the production manager provides the new parameters to the director so that any required document update is identified before the modified area is put into operation.

The package shows which permits have already been completed, what is being prepared by the technical contractor and which works may start at each specific stage of the project.

The final site file is provided to the director and the employee responsible for operation.
