If some information is already recorded in a register, we reconcile it with the new application and corporate documents.
Before the materials are prepared, the owner determines the actual capacity, equipment configuration, raw materials, operating regime and commissioning sequence. At the same time, an employee is appointed to provide the technical information and subsequently monitor the conditions of the documents obtained. This links the environmental workstream to the modernisation budget and launch date.
The result of the support is an agreed package for the applicable environmental procedure and a timetable of the company's subsequent actions. We retain a copy of the submitted materials, filing details and a list of the company's next actions. In 2026, installations covered by Law No. 3855-IX are subject to the integrated environmental permit regime and the Unified State Register of such permits. For planned activities falling within the scope of the Environmental Impact Assessment Law, the EIA procedure is taken into account before a decision is made to carry out the relevant activity.
Which Facility Data Are Required
For a preliminary assessment, send the facility address, a description of the technology, a list of equipment, raw materials and products, approximate volumes and any existing environmental documents. If the project concerns modernisation, add details of the planned changes; on this basis UBC will prepare a list of required materials and specialist contractors:
- extract from the Unified State Register and corporate information
- description of the actual operations and operating area
- documents for premises, vehicles or equipment
- information about the qualifications and authority of responsible employees
- existing licences, permits, applications and correspondence
The environmental documents required for each production stage are identified separately: site preparation, installation, equipment commissioning, regular operation, waste handling and other operations under the actual project. Management receives a timetable showing which technical materials can be prepared in parallel and which are required before moving to the next stage.
Calculations, measurements and specialised studies are performed by specialist designers, laboratories or other independent contractors. UBC agrees their task, source information and fee with the client before work begins and then combines the technical output with the legal documents required for filing.
The scope of support is determined by the type of impact, number of sites, equipment configuration, readiness of technical passports and the need for additional studies. For an operating facility, the validity of existing documents and the effect of planned changes can be assessed; for a new facility, a complete timetable can be prepared from the source information through to the first environmental result.
The estimate separately shows UBC's work, the services of the designer or laboratory and prescribed external costs. The owner can see which studies are required before filing, what can be reused from existing documentation and at which stage each budget item arises.
Before filing, the specialist reconciles the applicant's details, site address, equipment characteristics, capacity and indicators across all technical and corporate materials. The signatory receives the final file list, while electronic receipts, inventories and other confirmations are immediately added to the file for the specific facility.
Management receives a consolidated list of the environmental documents for the facility, accounting receives materials concerning costs and engaged contractors, and the responsible employee receives the operating conditions and control dates. If there are several sites, a separate file is maintained for each so that changes at one production facility are not mixed with another address.
After filing, the archive retains the exact version of the application, technical materials, filing details and the result obtained. Before replacing equipment, increasing capacity or changing raw materials, the director provides the new characteristics to the relevant specialist so that the environmental information requiring an update can be identified in advance.
What the Owner Receives Before Launch
At the end of the process, management receives the documented result for the specific environmental procedure, an electronic archive of the materials and a timetable of actions for the facility. This links the permit documents to installation, equipment commissioning and subsequent operation without repeatedly collecting technical data that has already been agreed.
The final package is provided to the director and the employee responsible for environmental matters, with the indicators and deadlines for the specific site. When production is expanded, UBC uses previously prepared materials as a basis, while new equipment or technological changes are documented as a separate addition to the working archive.
