MEDICAL PRACTICE LICENCE
The owner of a clinic, dental practice or private medical office needs a medical practice licence before starting work in the declared specialties. The Licensing Conditions are approved by Cabinet of Ministers Resolution No. 285 and were updated in 2026, so the version in force on the application date is used.
The owner determines the specialties and places of medical practice, while management confirms the medical staff, premises and equipment. UBC will help prepare the information so that it corresponds to the actual operation of the medical facility.
Place of Practice and Medical Specialties
A licence is required by a business entity that provides medical care in the specialties stated in the licensing information. For the owner, this is the right to begin receiving patients at the specified places with specialists whose details meet the established requirements. If the owner opens several offices or service lines, the initial application can be planned to include the appropriate scope from the outset.
For a new medical facility, three things are important: qualifications of medical staff, the place of medical practice and the material and technical equipment. Management must hold documents confirming employees' education and specialisation, lawful rights to use the premises and information about the equipment required for the declared areas of practice.
An operating medical facility may expand its practice, change addresses or alter the set of specialties in accordance with the current rules. It is commercially useful for the owner to retain a copy of the information previously filed so that, when a new office opens, it is clear which data remain current and which must be updated.
For the owner of a medical business, the licence is directly linked to the set of medical services the clinic intends to sell to patients. If the clinic earns revenue from dentistry, diagnostics or consultations with particular doctors, the licensing information should include the specialists and operating conditions for those specialties. This allows advertising, contracts and revenue planning to be built around services that are actually licensed.
Personnel, Equipment and Licensing Information
The specialty names, addresses and medical staff details in the licensing information must correspond to the way the owner has organised the clinic. It is commercially sensible to declare the medical services for which specialists and equipment are already available and add new service lines as the clinic expands.
An employee's qualifications are confirmed by the documents prescribed for the profession and specialty. The licensing information includes the employee's surname, specialty, position and relevant documents under the current requirements. For premises and equipment, the documents must relate specifically to the address and consulting room where patients will be received.
Resolution No. 285 establishes organisational, staffing and technological requirements for medical practice. The Licensing Conditions were amended in 2026, so the current version is used when applying to the Ministry of Health. This is particularly important when expanding a practice, changing specialties or opening a new place of work.
As at 28 August 2026, the Licensing Conditions are in force with amendments effective from 7 April 2026. Cabinet of Ministers Resolution No. 813 of 24 June 2026 takes effect on 1 September 2026. An owner filing at the end of August or planning expansion in the autumn should take the effective date of the new version into account.
Starting Operations After the Documents Are Completed
After a positive decision, the owner can organise work in the specialties and at the places covered by the licence. Management retains the filed information together with HR documents and papers for the premises so that, when staff change, the basis for lawful operation can be confirmed quickly.
Clinic expansion is easier to plan from an already licensed practice. If the owner opens a new consulting room, hires a doctor in another specialty or changes address, management compares the new information with what was previously declared and determines which information must be filed under the current rules.

If the premises are leased, the owner should align the lease term with the clinic's plans in advance. A medical business also requires a clear allocation of responsibility between the owner and the head of the facility. The owner determines the business direction and budget, while the head is responsible for the medical element, staff and actual compliance with requirements at the facility. In a small practice, these roles may be combined in one person if the conditions applicable to that operating form permit it.
