BUSINESS GRANTS
It is beneficial for an entrepreneur to apply for a grant when the money finances an already costed project. The owner should understand what will be sold, to whom, how much own funding must be added, which costs the programme permits and what must be delivered after funding.
UBC will check the current terms, prepare the business plan, budget and supporting evidence. The entrepreneur receives an application together with a procurement, recruitment and launch plan that can be implemented without stopping the ordinary business.
Does the Programme Suit Your Project?
The owner starts with the objective: equipment, a new business line, jobs, exports, recovery or scaling. UBC then checks eligible applicants, permitted expenditure, territory, maximum amount, own contribution and obligations. If the programme does not fund a key project cost, it is better to choose another competition or source of finance at the outset.
As at 26 August 2026, Diia states that the previous stage of the "Own Business" programme was suspended on 31 July and the grant services are being updated. The service page indicates limits of up to UAH 350,000 for most applicants, up to UAH 500,000 for certain regions and up to UAH 1 million for certain activities; UBC checks the current version of the terms before filing.
The Business Plan Must Demonstrate Demand and the Numbers
The application should connect the product, customer, price, sales method and budget. The revenue forecast is built from the number of orders, capacity and launch timetable, while quotations, existing sales and agreements help substantiate the assumptions. The owner can see how many sales are required to deliver the plan.
Each major cost must comply with the programme rules and have a specific purpose. Equipment is linked to capacity, recruitment to the employee's function, and procurement to the launch timetable. The accountant reconciles actual figures with reporting so that the same number does not differ between the application form, business plan and budget.
What Must Be Done After a Grant Decision
Before filing, the owner determines what will be done after approval: procurement, recruitment, refurbishment, permits, launch of production or sales. Own funds and the documents evidencing expenditure and other programme obligations are planned separately. The grant decision then launches a prepared project rather than a series of unplanned purchases.
UBC will prepare the application, business plan, budget and attachments in one agreed version and help prepare for questions about the market and use of funds. After the decision, the owner uses the same package as an implementation calendar. The result is a project that can not only be submitted for funding but also evidenced by documents after launch.
What to Provide at the Start
For an initial assessment, electronic copies and a concise project description are sufficient:
- description of the project, product and target customers
- applicant details and business registration documents
- sales, expenditure and cash-flow plan
- supplier quotations for equipment and other expenditure
- launch, job-creation and own-funding timetable
How We Organise the Work
The owner approves the key project figures and provides documents that can substantiate them. UBC prepares the application text, business plan, budget and attachments in one agreed version. The accountant checks the actual figures of an operating company where they are used in the application.
- We clarify the objective, document recipient and control date.
- We check the source information and identify missing evidence.
- We prepare the calculations, text and attachments in one agreed version.
- We discuss the key assumptions with the owner and responsible employees.
- We deliver the final package and the procedure for its further use.
Before submission, the entrepreneur receives the final package and a list of actions to take after approval. The owner can see in advance which purchases to make, which documents to retain and which indicators will need to be evidenced to the grant provider.
Scope, Timing and Cost
The cost depends on the size of the application, condition of the accounting data, number of calculations and attachments. If the business plan and supplier quotations are already prepared, the scope is smaller. If a financial calculation has to be prepared from scratch, supplier proposals collected or several attachments drafted, the scope increases.
UBC confirms the fee after reviewing the programme terms and the entrepreneur's materials. Independent valuation, audit, translation, notarial acts and other external services are agreed separately only where required for the particular application.
How We Check the Quality of the Solution
The accountant or owner reconciles sales and expenditure with reporting, contracts and quotations. The same indicators must have the same values in every section of the application. UBC checks the calculations and controls that the business-plan narrative does not contradict the budget.
The entrepreneur separately checks whether sufficient own funds are available for co-financing and expenditure before grant funds are received. If the project depends on sales growth, the owner must understand how many orders are required and within what period.
What the Company Receives
The entrepreneur receives a completed business plan, budget and attachments in the format of the selected programme. The package contains only agreed figures and documents that the applicant can substantiate. UBC also provides a list of questions worth preparing for before an interview or application review.
How to Use the Result After Preparation
After approval, the owner uses the budget as the procurement and launch plan. The responsible employee retains contracts, invoices, payment documents and other evidence of expenditure in accordance with the programme terms. The accountant records the transactions in the company's accounts.
Turning the Application into a Launch Plan
Before filing, we identify the actions the company will start after the decision: equipment procurement, recruitment, refurbishment, production or sales. Each budget item is assigned a supplier, deadline and employee responsible for evidencing the expenditure. Application indicators are linked to the financial model and working calendar.
UBC provides the owner not only with the final package but also with a table for monitoring obligations. After the decision, the team understands which documents to collect and how to evidence achievement of the result. The grant becomes a resource for a business project prepared in advance.
