HOW TO DETERMINE A UKT ZED COMMODITY CODE
A UKT ZED code is needed by an importer or exporter for the customs declaration, calculation of payments and understanding the requirements for a specific product. The correct code is determined by composition, purpose, construction, operating principle and other technical characteristics; the name on the invoice or in the catalogue is only initial information.
The company owner receives a justified code and a clear product description that can be given to the broker and used for later shipments of the same model.
What a UKT ZED Code Means for an Entrepreneur
UKT ZED is the Ukrainian Classification of Goods for Foreign Economic Activity, based on the Harmonized System and the EU Combined Nomenclature. The code is used during customs clearance and affects the duty rate, application of tariff preferences and the list of special requirements for importing or exporting the goods. The owner therefore needs to know the code before finally agreeing the purchase price and delivery terms.
A commercial name often covers goods with different codes. For example, one equipment name may refer to a finished machine, a separate part, a set or a product with another main purpose. The director needs the technical passport, composition, materials, capacity, function, completeness and manufacturer data, because this information makes it possible to distinguish between adjacent tariff headings.
If the code is selected before the agreement is signed, the owner can calculate the import cost more accurately and agree with the supplier on a product description that matches the technical documents. This reduces the risk that the expected payments will change after the cargo arrives or that additional information will have to be obtained from the manufacturer.
The code is also needed by the purchasing manager to compare two supplier offers. The same purchase price does not necessarily mean the same landed cost: a difference in material, function or completeness may place the goods under another Customs Tariff heading. The owner sees this before payment and chooses the supplier by the full cost of the goods at the warehouse in Ukraine.
For exports, the code helps describe the goods correctly in documents and compare them with the nomenclature used in the buyer's country. The Ukrainian code and the code used by the importer abroad may have different levels of detail after the first six digits. The director therefore agrees the technical description of the goods with the buyer, while each party classifies them under the rules of its own jurisdiction.
Which Characteristics Determine a Product Code
Classification is based on the wording of tariff headings, the notes to sections and chapters, the General Rules for the Interpretation of UKT ZED and the characteristics of the goods themselves. For complex equipment, the main function may matter; for mixtures, composition and component shares; for sets, the contents of the set and the way it is sold. The owner or purchasing manager gives the broker technical facts from the manufacturer's documents; the supplier's advertising description is of secondary importance for classification.
Where two close codes are possible, the entrepreneur compares not the names but the legal and technical characteristics of each heading. It is useful to have a short justification stating which product characteristics support the choice and which documents confirm them. For regular imports of such goods, this saves the accountant, purchasing manager and broker time with every new shipment.
The customs authority has the power to control the declared classification. For goods with complex or disputed classification, the owner may consider the official mechanisms provided by the Customs Code for obtaining a customs authority decision. Whether such an application is worthwhile depends on the value, frequency of shipments and possible consequences of a code change.
Manufacturer technical documents are especially important for goods where externally similar models have different purposes. Before ordering, the purchasing manager can request a passport, manual, drawings, material composition or photographs of markings. This is cheaper and faster than looking for the same information after the cargo has arrived and the supplier has already been paid.
How to Use the Code in the Contract and Later Shipments
After determining the code, the director agrees an exact product description with the supplier in the contract, specification and invoice. The broker receives the same description together with the technical documents. The accountant uses the code and customs documents for import accounting. One clear description reduces contradictions between commercial and customs documents.
For repeat shipments, it is convenient to keep a record for the specific model: manufacturer, item number, composition, purpose, key characteristics, code and the documents on which the classification is based. If the manufacturer changes the material, function, completeness or technical characteristics, the owner obtains a new code assessment before the next purchase.
A UBC specialist can prepare a classification justification for the goods, compare close headings and explain to the director the effect of the selected code on the import price. The client receives not a general table but a solution for the specific model that can be given to the broker and used for regular shipments.
It is useful to include the code in the company's internal product record, while the exact commercial description remains the main element in the contract and invoice. If the supplier changes the item number or model in the next shipment, the purchasing manager first compares the technical characteristics. The same brand or a similar name does not mean that the previous code is suitable for the new product.
If an entrepreneur sells many related products, it is useful to keep a separate list of codes by item number. The purchasing manager can immediately see which models have already been classified and which require new technical data. Such a list is especially useful when changing supplier: the owner compares the characteristics of the new model with the previous one and makes a decision before payment.

Frequently Asked Questions
Can a Code Be Determined from a Product Link on the Internet?
A product link helps understand its purpose, but a justified code requires technical data for the specific model: composition, materials, function, completeness and manufacturer documents.
Who Is Responsible for the Code in the Declaration?
The code in the declaration is stated by the declarant or a person authorised by the declarant. The owner should provide the broker with accurate technical information and the classification justification before the declaration is filed.
Does the Code Need to Be Changed if the Packaging Changes?
Ordinary transport packaging usually does not change the nature of the goods. A set, new completeness or a change in characteristics may affect classification, so the owner should assess the new version before purchase.
How Should the Prepared Justification Be Used?
The justification is given to the broker together with the technical documents and kept with the shipment documents. For the next shipment of the same model, the owner uses this record while the characteristics and rules remain current.
