Construction activity: what is checked for a new project
The permit process begins not with the name of a single document but with the facility, type of works, rights to the land or premises, project documentation, consequence class and composition of responsible performers. These parameters determine whether notifications, a permit for construction works, professional certification, a registration action in the Unified State Electronic System in the Construction Sector or another procedure is required.
How works were formalised in previous years
In previous years, licences for construction and design were issued by the Ministry of Construction of Ukraine for three or five years, and later by the State Architectural and Construction Inspectorate without a time limit. This is why the source material contains lists of licensed works, a reference to the licence form and a sequence typical of the previous model.
Documents and interrelated decisions
To check the process, information is collected about the customer and contractor, rights to the facility, urban planning conditions or construction passport, the project, expert review where required, responsible specialists and the contractual model. For facilities with different consequence classes, the channels for starting work differ: the Diia portal, in particular, provides for a permit for CC2 and CC3 facilities and separate notification services for the relevant facilities.

The contractor, in turn, confirms the agreed type of works, responsible performers and the documents used to formalise each stage. Before submission, names, address, identifiers and technical indicators are cross-checked across all materials.
After receiving the electronic result, the team records its number, date and status, links it to the contract and work schedule, and then plans completion documents. This sequence gives the owner a complete view of the process from preparation through facility readiness and commercial use.
